MANAJEMEN PERILAKU KARYAWAN DALAM MENGATASI FENOMENA CYBERLOAFING: STUDI DI KANTOR SAMSAT PROVINSI KEPULAUAN RIAU

Abstract

Perkembangan digitalisasi di lingkungan kerja publik telah membawa konsekuensi perilaku baru, salah satunya adalah cyberloafing, yaitu penggunaan internet untuk kepentingan non-pekerjaan selama jam kerja. Fenomena ini menimbulkan perdebatan akademik karena di satu sisi dipandang sebagai perilaku kontraproduktif yang berpotensi menurunkan kinerja, sementara di sisi lain dapat berfungsi sebagai mekanisme pemulihan kognitif dalam batas tertentu. Penelitian bertujuan untuk menganalisis bagaimana manajemen perilaku karyawan dan organizational citizenship behavior (OCB) memengaruhi cyberloafing serta implikasinya terhadap work performance di Kantor SAMSAT Provinsi Kepulauan Riau sebagai institusi layanan publik strategis. Penelitian menggunakan pendekatan kuantitatif dengan desain survei potong-lintang dan melibatkan 78 pegawai SAMSAT yang memiliki pengalaman kerja minimal satu tahun. Data dikumpulkan melalui kuesioner terstruktur dan dianalisis melalui Structural Equation Modeling berbasis Partial Least Squares (PLS-SEM).Hasil penelitian menunjukkan OCB dan manajemen perilaku karyawan berpengaruh signifikan terhadap cyberloafing. OCB memiliki pengaruh dominan, menandakan pentingnya norma prososial dan perilaku sukarela dalam membentuk perilaku kerja digital pegawai. Cyberloafing selanjutnya terbukti signifikan terhadap work performance, menunjukkan bahwa kemampuan organisasi dalam mengelola perilaku digital karyawan berkaitan erat dengan capaian kinerja. Analisis mediasi memperlihatkan bahwa cyberloafing berperan sebagai mekanisme penghubung antara OCB dan manajemen perilaku terhadap kinerja kerja. Secara teoretis, penelitian memperkaya literatur dengan mengintegrasikan perspektif perilaku organisasi positif dan perilaku kontraproduktif dalam satu kerangka analitis di sektor publik. Secara praktis, menegaskan pengelolaan cyberloafing tidak cukup dilakukan melalui pendekatan represif, melainkan memerlukan keseimbangan antara penguatan perilaku prososial, tata kelola digital yang proporsional dan desain kerja yang adaptif untuk menjaga kinerja dan akuntabilitas layanan publik.
